Welsh Government commissioned Alma Economics to review the health and social care data landscape in Wales, assessing how existing data could be used to monitor progress towards the "More Than Just Words" Plan (2022 to 2027). The research focused on data relevant to Welsh-language provision in health and social care, including the Active Offer, bilingual service delivery, service users' language needs, workforce Welsh-language ability, and the future workforce pipeline.

The project was carried out in three stages. First, a comprehensive review of data sources was undertaken, drawing on desk-based research, stakeholder interviews, and written engagement with sector organisations. Second, a practical indicator framework was developed, translating Welsh-language data fields into 39 feasible, policy-relevant indicators across four thematic areas. Finally, the project identified key gaps in the current data landscape.

The final outputs — including 18 recommendations to improve data consistency, completeness, accessibility and linkage — give Welsh Government a clearer understanding of the existing data landscape and a practical basis for stronger monitoring of Welsh-language provision in health and social care over time.
