High needs support within English schools: policy costings – The Difference

Alma Economics produced policy costings for The Difference, an education charity. The main purpose was to understand the fiscal consequences of early intervention within English schools for high-needs children, comparing the direct costs of the intervention with any future savings from reduced use of expensive Education, Health and Care Plans.

We also costed an expansion of the number of Teaching Assistants who are high-needs specialists. We delivered a set of costings together with an explanation of our methods and an overview of results.

This research informed a policy report that The Difference produced with the Institute for Public Policy Research.
